Election Fever - A Proposed New Problem

The UK is currently heading towards an election, where a change of government is almost certain. In the UK, votes are counted manually so the result of the election is not known for some considerable time after the polls close. From the moment that the polls close TV programmes start to predict the likely results, both nationally and for individual constituencies across the country. This problem has been inspired by the prediction process that takes place. However, in order to create a more straightforward problem, I have described a simple electoral system which bears no relation to the system used in the UK. Nor is it based knowingly on the system used by any other country.

Clive, Hi! Thanks a lot for the problem and for the insight about Election system. Unlike US system, UK one still was mostly completely vague and unknown to me. Anyway the problem gives a good hint into complications found in many systems. Even when there are only two options (so that situation is not subject to Arrow's impossibility theorem).
