Methane Problems from Kevin

Dear Friends! Our colleague Kevin surprised me yesterday by sending ready materials for several new problems at once. Even including both PHP and Python checker versions (which regretfully is a bit excessive - anyway only one can be used)! As those problems are about the same topic, let's discuss them, their checkers and possible issues here. I durst to try submitting my own solution to the first of them - simply because I feel a bit underqualified to verify checker code by reviewing.
#399 is Methane Identification
"Assume that incorrect coordinates will be off by at least 1e-2 picometers." I feel that this criterion is somewhat fuzzy. The two solutions so far use the same check and they pass, but I don't think they are 100% correct.
