Equal Hamming Distance - New Problem Proposal

Clive, thanks a lot, this looks exciting due to both being a puzzle and having straightforward educative and practical value! Interesting that while I read about Hamming Distance when preparing that old task - and probably even heard of it before - it never occurred to me this is a such a plain and useful metric for checking quality of codewords dictionary! Amazing feeling that some bits of knowledge become connected.
